The Le Havre 2017 public interest grouping (GIP), set up to coordinate the eponymous event, has four founding members: the city of Le Havre, the Le Havre urban community, HAROPA (the alliance between the Greater Maritime Port Council of Le Havre, the Greater Maritime Port Council of Rouen and Port Autonome de Paris (PAP)), and the Seine Estuaire chamber of commerce and industry. It has since been joined by the Normandy council, Seine-Maritime council and the University of Le Havre. This broad coalition reflects a strong, shared political will to contribute to the area’s development and raise its profile.
The Le Havre 2017 public interest grouping is chaired by Édouard Philippe, mayor of Le Havre and parliamentary representative for Seine-Maritime, and directed by Thomas Malgras.
